Title: What’s on YOUR Rework Bench? Flux Residue Failure Analysis.
Every seasoned SMT process engineer has at least one nightmare story about bad rework chemistry.  Whether it’s the wrong flux sneaking into the operation, underprocessed flux remaining on the board, or improper residue removal, they all risk the same inglorious fate: field failure. While rework operators and process engineers rarely get a glimpse of the long-term damage of inappropriate materials or processes, the Failure Analysis engineers see it all.  They report that the vast majority of solder-related issues are on reworked solder joints, and the lion’s share of those is due to the rework chemistry.

Title: The Evolution of Electrical Test
Abstract:
Many manufacturers employ one or more electrical In-Circuit Test (ICT) systems in their PCB manufacturing facilities to help them detect manufacturing process and component defects. These “bed-of-nails” electrical test systems are highly valued for providing the qualities of simple program generation, high fault coverage, fast test throughput, low false fail rates, and exceptional diagnostic accuracy as compared to other available test and inspection techniques.
 
This presentation highlights how in-circuit test systems have evolved in recent years to include innovations and advancements that address new manufacturing challenges and technology trends. Topics that will be covered include boundary scan and functional test integration strategies; advancements in vectorless test techniques; incorporation of limited access electrical test techniques; enhanced low voltage test capabilities; concurrent test throughput accelerators; scalable test architectures; and new systems designed specifically for automating electrical test.

Hi-Rel EMS Manufacturing and Supply Chain Security

The Empire SMTA Chapter is excited to announce our next technical session to be held at IEC Electronics.  IEC Electronics is a premier solutions provider, offering vertically integrated contract manufacturing services to advanced technology companies. IEC specializes in the custom manufacture of high reliability, complex circuit cards and system-level assemblies; a wide array of cable and wire harness assemblies capable of withstanding extreme environments; and precision sheet metal components.
 
As part of our Tech. session IEC will be providing a tour of their facility.  We hope this opportunity adds value to our members and interest. 
 
IEC is requesting all attendees to be either US Citizens or Green Card residence.  For this reason it is mandatory that all attendees RSVP.  This will also allow us to plan for catering purposes.  Also competitors of IEC are welcome to attend however may be asked to not participate in the tour of their facility.

Abstract: Electronic manufacturing services (EMS) require a combination of seemingly contradictory processes necessary to manufacture and test high reliability electronics that will perform satisfactorily in a combination of unstable environments. The Medical, Industrial, Military, Aerospace and Defense Military Industries each have specific reliability compliance requirements for their respective applications. Mark Northrup (VP of Advanced Technology) and Mark Talmadge (Director of Engineering Solutions) will overview the challenges of designing, manufacturing, and testing both high quality and reliable electronics to support these diverse industries.

Abstract: New laws have been enacted and new regulations are coming to address the risk of counterfeit parts.  While the initial focus has been on electronic parts used for defense contracts, the impact will be felt across the whole spectrum of electronic systems. As new “best practices” emerge, they will be emulated to companies who serve civil and commercial markets, including medical, and new compliance requirements will flow down to the international supply chain that supports electronic devices and systems.  Bob Metzger, Partner at Rogers Joseph O’Donnell, PC, a law firm, will explain the current landscape of law and regulation and discuss how federal initiatives are expanding to enhance supply chain security both to avoid fake parts and protect against cyber threats implemented through counterfeits.

About Mark Northup: Mark Northrup is the Vice President of Advanced Technical Operations and Strategy at IEC Electronics Newark, NY and the Director of IEC’s new startup company, Dynamic Research and Testing Laboratories (DRTL), LLC in Albuquerque, NM. Over the last year, Mark has helped DRTL achieve various milestones including the successful ISO 17025 and ANSI ESD 20.20 certifications for testing.  He has worked for ORS, Motorola, Emcore and General Electric.  He has over twenty five years of experience in various aspects of electronics fabrication. His experience includes Electronics Supply Chain Quality Programs in the US, Europe, and Asia.  His current focus involves Component Risk Mitigation Strategies (e.g. IDEA1010, CCAP101, AS553/6081/6171, and Mil-std-1580) as they apply to advanced high reliability electronics. He is actively involved in SAE, IPC, AIA, iNEMI, SMTA, ERAI and Nadcap organizations.  Mark enjoys vacationing on Keuka Lake in Upstate, NY or in Santa Fe, NM.
 
 
 
About Mark Talmadge: Mark Talmadge is the Director of Engineering Solutions at IEC Electronics. He received a Bachelor degree in Manufacturing Engineering Technology from the Rochester Institute of Technology. He has worked at IEC for 24 years, where he led Manufacturing Engineering, and also had stints leading operations, as well as Quality. His current focus is working with New Product opportunities ensuring smooth start up and transition to production. Additionally, Mark leads the medical validation team with regard to Process validation (IQ/OQ/PQ).  He is actively involved in IPC, and, SMTA organizations. Mark enjoys motorsports including driver / ownership of a sportsman drag racing team.
 
 
About Robert Metzger: Bob is widely recognized for his leading expertise in supply chain risk management.  He has written multiple articles on the subject and, from his base in Washington, D.C., frequently interacts with senior federal government officials on supply chain risk management and cyber security concerns.  Bob has spoken on supply chain risk management at ERAI and SMTA events, as well as to trade associations such as TechAmerica, and to the meetings of the American Bar Association.  Bob represents leading U.S. and international companies in aerospace, civil and military aviation, computer hardware, information technology, software, systems integration, telecommunications and transportation, and brings a perspective that reflects his “hands-on” experience with how sophisticated companies deal with supply chain security.  A graduate of Georgetown University, where he was an Editor of the Georgetown Law Review, Bob also was a Research Fellow at the Center for Science and International Affairs of Harvard University’s Kennedy School of Government.  Bob is a Guest Lecturer at the George Washington University Law School on public procurement matters.
 
About Rogers Joseph O’Donnell: Rogers Joseph O’Donnell is a boutique that has specialized in public contracting matters for more than 30 years.  Its principal offices are in San Francisco, California.  Bob is the head of its office in Washington, D.C.
